Paper by Jack Underhill entitled "Soviet New Towns, Housing and National Urban Policy: An Update" and dated May 1987. This paper was presented at the Greenbelt Conference, which was part of the celebration of the fifty-year anniversary of Greenbelt, Maryland. This excerpt of the paper contains most of section five, which is a collection of observations on Soviet urban and housing development.
