dc.description.abstract Paper by Karl J. Ingebritsen, Executive Director of the Reston Home Owners Association, entitled "Some Thoughts on the Dilemmas of Private Government" dated June 21, 1971. This paper was delivered at a series of seminars sponsored by Virginia Polytechnic Institute and State University in Reston, Virginia from June 21-25, 1971. In this paper, Ingebritsen discusses the problems of citizens groups that have some control in the governance of private developments.
