Article by Fred Flaxman entitled "Can A New Town Be Democratic?" dated October 1975. This article appeared in Volume 1, number 1 of the Restonian Magazine. In this article, Flaxman discusses the governance issues facing planned communities. He uses Reston, Virginia as an example to discuss these issues. Flaxman discussed new community developers, county governments, owner associations and cluster associations and how each of these could promote or stifle the democratic process.
