The Impact of Energy Availability on City Traffic and Development, prepared by Klaus Scheelhaase, presented at the 4th Annual Conference of the International New Towns Association (INTA), October 6-14, 1980. This paper traces the historical development of the city center as the intellectual, economic, and cultural center of a region and its relationship to its citizens as traffic patterns change over time. The sections include Analysis of defects; Possible Solutions; Analysis of energy economics of transportation systems; Areas of operation of the transportation system; and summary.
