Abstract
Note from Grant E. Mitchell, Assistant General Counsel to the Fiscal Management and Energy Division, to Marcia Dodge dated April 4, 1986. This note discusses the Park Central Development in Port Arthur, Texas that has received assistance from the Department of Housing and Urban Development. In this note, Mitchell discusses the desire of the developer, Lloyd Hayes, of this new community to obtain control of 196 acres of this development held in trust.
