Abstract and title page of a dissertation by Margaret Eckel Goertz entitled "New Towns in the United States: Suburban Enclaves or Balanced Communities?" dated June 1971. This dissertation is an examination of eight new communities, governmental aid, and the housing market to determine the extent to which developers are providing low-income housing. According to the abstract, developers are not providing low-income housing. She suggests that housing aid should be expanded as a solution to this problem.
