| dc.description.abstract | Management of the New Towns: Budgeting and Financing Role of the Local Governments, by F. Péchon, session IV, presented at the 5th Annual Conference of the International New Towns Association, Tel Aviv, Israel, August 30 - September 7, 1981. Using new towns in France as case studies, Pechon notes that new towns are meant to form balanced cities whose operating will depend on the same procedures and the same revenues as other towns. However, French towns are unique because new towns were undertaken without suspending the French General Law prerogatives granted to the local authorities, causing a rift between national and local authorities and legislature. Pechon includes Insight into General Law in the French context, many graphs, maps, and charts, and concludes that the role of the local authorities in the management of the new towns depends highly on specific territoral structure in France and is not easily transferable as a case study for other new towns.
