dc.description.abstractThis toolkit is designed for any municipal jurisdiction. We recognize that many localities do not have the resources to prepare for financial crises, and the tendency is to avoid help until absolutely necessary (or forced). The information contained herein may be useful to managers, elected officials, and the public to assess their municipality’s fiscal health, identify areas of need for improvement, and prepare for future years by establishing well-founded practices.
