dc.description.abstractManifestation determination teams are required by law to determine the relationship between a student's disability and behaviors that lead to disciplinary action when a student with a disability is either excluded from school for more than 10 days, is put in an interim alternative placement, or is under consideration for a change in placement. Manifestation determination reviews have been an evolving legal mandate with political undertones, continually raising issues about fairness and the protection of students with disabilities. Objections surrounding manifestation determination include concerns with the method and the decision- making process. Arguments against the manifestation determination process can be categorized into issues concerning guidance, politics, and equity.
