dc.description.abstract“Natalya Tovmasyan Riegg has been a Visiting Fellow at the Institute for Conflict Analysis and Resolution (ICAR) and a Research Fellow at the National Peace Foundation since 1999. This Working Paper reflects her thinking about the problems of creating a peaceful settlement to the Nagorno-Karabakh conflict in her native Armenia. We at ICAR have benefited greatly from our association with her, and it is with great pleasure that we share her thoughts in this Working Paper.”
