Abstract
Letter from William Nicoson to Leonard Gordon, Director, Application Review Division, Office of New Communities Development, Department of Housing and Urban Development, December 22, 1972. William Nicoson sends along the fifth installment of the New Communities Handbook which responds to item G of the Scope of Work: evaluation, reorganization, and original new material for Section 3-7 on the financial component. Nicoson devised the description of financial covenants based on a review of the Woodlands Project Agreement and changes may therefore be required based on policy evolution reflected in the Gananda Project Agreement.
