dc.description.abstract	Letter from William Nicoson to Leonard Gordon, Director, Application Review Division, Office of New Communities Development, Department of Housing and Urban Development, October 6, 1972. This installment consists of Section 2-9 (Negotiation of Project Agreement), Section 2-10 (Negotiation of Trust Indenture), and Section 2-11 (Sale and Issuance of Debt Obligations). Master copy is included but only insignificant portions of the HUD draft survive so Nicoson recommends a full text review. Nicoson admits to ignoring pending legislation from Congress which would establish a Federal Financing Bank, which if passed, would require major revisions of Section 2-11.
