dc.description.abstract | Letter from Charles D. McGuire to the All-America City Program, National Civic League, 31 March 1989. McGuire is resubmitting Reston's 1988 application for the 1989 All-America City contest, citing unfair judging and due to late notification an appeal to that decision was not possible. McGuire cites that specific governmental status is not appropriate criteria to be awarded All-America City and refutes the implications of poor relationship with local government, which was instrumental in establishing a Homeless Shelter to Reston and the OB unit to Reston's hospital.
