NCL Chairman Henry Cisneros stated these winning communities have effectively harnessed civic pride and public-rivate partnerships to improve the economic conditions and the quality of life at the local level. The newsletter announces biographies of winning cities; names of runners-up; the agenda for the ninety-eighth National Conference on Governance in California; and community initiatives in Colorado.
