dc.description.abstractReport of William Nicoson, before the Subcommittee on Housing and Community Development and the Committee on Banking, Currency, and Housing, U.S. House of Representatives, September 29, 1975. Nicoson expresses concern and hope that the Ford Administration will not abandon the objective of encouraging balanced development of land at community scale and recounts the many lessons of community building, including the cyclical nature of real estate and credit markets. Nicoson concludes that pending enactment of new legislation, all existing new community assistance programs should be fully activated and that all of the programs of Title VII are needed to achieve the objectives of Title VII.
