This letter from the National Civic League thanks McGuire, President of the Reston Homeowners Coalition, for entering Reston in the 1988 All America City Program and informs Reston why it was not selected as a finalist. The letter also offers suggestions to improve Reston's chances in future All America City contests, including the achievement of self-government and having the volunteer and civic action groups work together to achieve goals.
