This paper was presented at the Greenbelt Conference, which was apart of the celebration of the fifty-year anniversary of Greenbelt, Maryland. A letter from Barry Solomon to Ed M. Risse accompanies this paper, which discusses the paper and others presented at the conference. The paper concerns Underhill's impression of Soviet development plans from 1974.
