The purpose of this report is to summarize obvious problems which will bring to light other problems and begin to establish corrective goals. A comparative analysis must be made of all the codes, engineering approvals and inspection procedures to determine their effect on cost and should also include: comparison between Reston and other Fairfax County developments; Fairfax County and contiguous counties; use of materials such as plastics and transite pipe; road engineering requirements; flood plan criterion and production costs.
