This paper was presented at the Symposium celebrating the twentieth anniversary of Reston, Virginia that was held May 8-11, 1985. In this paper, Downs discusses the marketability of planned communities like Reston. He saw new communities as attractive to potential businesses, residents, and industry, but contended that the economic incentives were not present to induce developers and investors to create a new community in the first place.
