Item Why Tire Repair Workshops Are the Target of a Wave of Violence in Guanajuato, Mexico(Small Wars Journal, 2023-01-19) Michael Carvallo, Tomás AndresSince 2018, the state of Guanajuato has been the most violent state in Mexico due to an intense conflict between criminal groups. This article analyzes ran under-examined facet of the Cártel Santa Rosa de Lima (CSRL), and the Cártel Jalisco Nueva Generaci"n (CJNG ) conflict in Guanajuato: the use of tire repair shops as fronts for criminal activity. An exclusive data set reveals that over the last ten years, at least 138 tire repair shops have been violently attacked in the state, leaving over 200 dead. An analysis of crime data, news reports, and statements of local security experts suggests that these attacks are related to the fight between organized crime groups. These groups have infiltrated tire repair shops, installing networks for merchandizing stolen fuel and methamphetamine, two key criminal markets in the state. While violence and insecurity due to conflicts between criminal groups are widespread across the nation, Guanajuato is the only state where tire repair shops have been infiltrated and systematically targeted with stunning violence. The articles also present diverse views on how dialogue fits into the social, political, and economic fabric of each of the societies and what roles it has played at different stages of the conflict. Some of our contributors present views that highlight the important aspects of Ossetian narratives and social-political discourse, other authors highlight Georgian views and motivations around the value of dialogue. We also bring outside voices of experts, practitioners, and scholars who, although outsiders to the region, have been engaged in the region for a long time and bring their professional lens to the assessment of the value of dialogue.
